sign up for an account at CafePress. It's a site where you post your own t-shirt designs (for free!) and other people can buy them. if they buy one, you get money (minus processing fee).

Try a local business at the intersection of Green Ind. Way & Peachtree Ind. Blvd. It's way in the back of the business center on the right. If you are on I-285 get off at the P'tree Ind. exit and go south. Green ind. Way is next to the Acura dealership.

Its not really a manufacturer, but they make GREAT easy to set up products including t-shirts: http://www.zazzle.com
Many good local businesses in your area also offer this service. Look in the yellow pages or http://www.smartpages.com for screen printing, t-shirts, etc..
