Willem Dafoe, AKA Norman Osborne, is testing a serum that could create a super soldier, but on himself. He gives himself a shot and breathes in some gas from a tank and stuff and then he has split personalities--one of himself and one for the green goblin, he steals the Goblin Glider from the testing facility he works at and the costume for the supersoldier and vuala!
