how do i remove a new concretes sealer coat so i can epoxy it?

use a floor sander like for wood floors, they do make a concrete sander but it is geared more for grinding. then use muriatic acid to etch the floor wash it and dry it using a salimander heater with a piece of flashing to deflect the heat down. Make sure it is dry some times it looks dry but a few more minutes with the heater won't hurt.
