Remove the terminals and there is a special wire brush you can get at any parts store or you can use just a regulars steel wire brush. There are coatings you can spray on that will prevent it from corroding again or you can put a light coat of grease on it. Make sure the terminal is tight. A loose terminal is one cause of the build up. If your in a bind though and don't have the means to remove the terminals you can use Coca Cola. the acid content in it will remove a good majority of it until you can get to somewhere to fix it properly.

there is a special brush at the auto parts store (it isnt necesary but nice to have) It has a hollow section lined with wire brushes to push down over the terminal and twist to remove corr. from the posts, and a wire brush like a bottle cleaner on the other end to clean the wire terminals.

Use a piece of wet and dry paper to clean the posts and when refitting the terminals coat in petroleum jelly
this stops further corrosion.

I'm going to be a smartass and combine both answers..I use coke first and then baking soda. The acid from the soda bonds to the post and the baking soda reacts getting rid of everything else.

Go to Wal-Mart or Auto Zone and get a terminal post cleaner for about $5. Coca cola will work to, but it will leave a sticky mess

My dad taught me to remove the cables, then use a wire brush to remove the "gunk" on the battery posts.
