The election was declared void because one of the candidates inapporiately touched the ballots. Should this person be allowed to run in an reelection?

Can the existing board appoint another person to the board to a 1 year term and hold an election next year at the time of the next regular election?

Laws regarding the election of HOA board members vary from state to state. Here in CA an independent third party is designated "inspector of elections" and handles all of the ballots. It can be a member or the manager but not a candidate.

The board can appoint someone to fill a vacancy on the board for the remainder of the term. This is something that does not require an election until that term expires.

You have CC7Rs and other HOA laws and rules that govern them. You're wasting your time on here--Each HOA has different governing laws. Read them.
