i think it's stereotype linking in the sub-conscience thinking.
for example:
short skirts = alot guys' attention = alot guys hitting on you = you going on alot of dates with many different guys = getting laid quite a few times
it's almost the same as why girls think guys looks better driving a very nice car.
for example:
very nice car = plenty of money = power = (and in the animal kingdom) females go with the dominant male

True, we do have a one track mind and become easily derailed.
But, it is still true that 'Advertisement Pays' and nothing advertises better than women wearing revealing clothing. Revealing clothing is better advertising than no clothing.
