W was originally a distinction between the current president Bush and his father, George H.W. Bush. If you say W with an exaggerated Texas accent it comes out Dubya.
By the way the story about the people in the Clinton administration removing all of the W's from the computers is an urban legend. It never happened.

it's a reference to the way he talks. it's actually meant to make fun of him and the way he talks. if you ever listen to him, you would here him say double you as dubya.
