There are many great Mexican food restaurants in Houston. It depends on what you like. Some do great fajitas others specialize more in enchiladas etc. The family owned ones are probably the best, but they usually specialize in just a few dishes and are scattered around the Houston area. Molina's, Gringos, Ruthies, Pico's (very different) come to mind. A great hole in the wall is Pico de Gallo in Sugar Land. I heard that the original Ninfa's on Navigation is still very good. I've never been there. Ninfa's other restaurants I have tried and are not that good. (Many years ago they were the very best, they have gone way down hill)
If you don't want to experiment then try Pappasitos, there are several in Houston. The quality is always very good, regardless of what you order, service is fair, prices are good, but watch out on the drink prices, they really gouge you on them.

That is a pretty broad question so I will break it down:
Fajita Flat's- FUN! They have great fajitas, margaritas, and I love their flautas!(Fondren and Westheimer) My favorite to go with friends!
La Hacienda- They have good Tex Mex. Enchiladas are good with the thick chili gravy sauce. I love their red salsa but it is pretty basic.
Pappasito's- I don't really care for this place. It is overpriced and not all that good in my opinion.
El Jarrito-(Katy) They have the best chicken enchiladas! Also great cheese chili relleno.
Otilia's- Great authentic Mexican food. They have good mole. (on Longpoint in Spring Branch)
Lupe Tortillas- STRONG margaritas and great fajitas. Multiple locations. Expect a 2 hour wait on weekends.
These are the ones that stick out in my mind right now, but I have pretty much tried them all as my husband loves Mexican food!

Depends on what type of Mexican cuisine you prefer. For fajitas, Ninfa's on Navigation, Guadalajara or Pappasitos. Otherwise, Hugo's, El Tiempo, or for a good selection of both Cuban and Mexican dishes, El Meson (probably my personal favorite).

Papasitos! There is also a place called El Palenque off of Hwy 249, near Compaq. It's one the best for sure.

Being so close to Mexico, Houston probably has more good Mexican restaurants than any other city its size! I would suggest one of the individually owned authentic restaurants, as opposed to one of the major chains.

3 very important things to know -
1) Lupe Tortillas soaks their beef fajitas in lime and then marinates the heck out of them. "Very Tasty"
2) Arandas Taquerias Suck. If your going form good cheap eats go to Taqueria del Sol "Southeast side, Park Place/45S" Order a Beef, Milanesa, or Lengua Torta, don't be shy about ordering it just the way you want it, "great service too"
3) If your not going to order Beef Fajitas and want to play it safe just go to Pappasitos. "Pappasitos beef fajitas are great also and have the most tender beef in town, but Lupe tortillas are tastier.
