Find other people that would also like to start a band . A good voice is a plus , plus knowing how to play an insturment is a big plus also , and a lot of practice . I wish you well .

step 1: make the decision
step 2: gather some like minded people
step 3: argue as to who is playing which instrument
step 4: learn and practice chosen instrument
step 5: practice playing together as a band by playing songs that are loved/known by all members.

Find other people who share your interests in music and other things, with whom you get along - musical ability can come later but if you can't stand each other you won't get anywhere.
