The typical way is to use a public proxy server. Those servers connect to the blocked site for you. Depending on the block technology, site blockers tend to also block proxies, thus closing the loophole. If you know what you're doing it's fairly trivial to create your own proxy site, but of course you'd need a webserver somewhere that can run as the proxy.

it depends on whats blocking it.
if its like parental blockage, try seaching for a keyword on yahoo sometimes its on like page 999 that works.
