Sisterhood of the Traveling Pants, by far. I know the title of the book seems pretty lame but those series of books (there are 3, soon to be 4) are probably the best books I've ever read and it's about friendship, (not just about pants, lol).

King Fortis the Brave would be perfect for her. About a pair of twins that are pulled into a magical land where they are caught up in a battle for control of the land it is full of humor and adventure. The twins are 12, which is right in her age range, and it has two very strong female characters that she would be able to identify with.
I would highly recommend it.

Perhaps she would like the Mediator books by Meg Cabot? I love them! I am also 13 and like punk/rock music.

One of the best books a teenager can read is "Great Expectations" by Dickens. Absent that try Brave New World by Aldous Huxley

well since she likes rock/punk music she might like "Please Kill Me: The Uncensored Oral History of Punk"
"A Great and Terrible Beauty" by Libba Bray is a great book
Also anything by Sarah Dessen is good.
