It's a turnstile and they're there for giving the exec. offices the attendance count for a ride (how else are they going to determine how popular a ride is? A head count? Tape measuring the length of the queue line?). Operators get mad if they catch you playing with them (spinning them around like a jackass) because it's essential the park gets an accurate reading....Cause, consequentially, the supervisors get mad at THEM for an inaccurate tally (you know the ol' saying **** rolls downhill *LOL*). That metal thingy doesn't sound like that big a deal, but it really can make or break a ride.
