government - waterways provide a cheap and effective transport network for people, goods and services, so administrative personell, armies, rescue forces, equipment and all the other things necessary to run a country can be moved where they are needed when they are needed.
economics - water is a free, abundant source of food (fish, shellfisch, crustaceans) and drink (if it's fresh water anyway), and it fertilises the soil. thus the most important resource for wealth creation, a strong, healthy population is granted.
production - water is a free, almost constant energy source. water wheels can power mills and all kinds of manufacturing equipment
distribution of goods and ideas - put your goods on a watergoing craft and you can, in principle, export them to just about anywhere or distribute them around your country. the ideas are distributed by the people on the craft.

People began to settle near water because they needed it especially for irrigation. As farming was invented 5,000 or so years ago, people began to form permeanant settlements built around farming. So, they needed a lot of water, so rivers were great and helped with development. Since farming allowed a few people to feed everyone, other jobs such as craft and tool makers developed. These cultures developed more advanced tools and flourished, growing into villages. As the population grew, better irrigation became neccessary for more farms, leading to the first governments to oversee these projects. An excellent example was Egypt. The nutrient rich waters of the Nile provided both the water and fertile soil, making the people who lived there flourish and more people moved there.

because water=transportation for goods, people, etc. before cars and airplanes became the primary mode of transportation. plus, the ground is usually more fertile near water.
