Use an image editing software... eg Adobe Photo Shop, MS Photo Editor, etc to resize the image to the desired size.

You need a piece of graphics software that will allow you to re-size photos.

From existing image, using IrfanView (http://www.irfanview.com)
- by Resize (Ctrl+R), setting new size to 760x40 and eventually uncheck Preserve aspect ratio
- by selecting part of image - drag cursor with left mouse button pressed, on titlebar you will have (Selection: 760 x 40), later you can resize selection by dragging borders of selection
To create new image with Paint.
- start Paint
- from Image menu choose Attributes (Ctrl+E)
- set size to 760x40

or photoshop if you have it
