I work for an agency that assists people with needs. It's not unusual for someone to have a representative to pick up their items for them. There are also people who take advantage of the system and get whatever they can for free. Hopefully this guy was helping someone in need.

I have worked with a number of charity organizations and I see this sort of thing all the time. The cell phone thing really ticks me off because most of them have no manners. For example, you are talking to them, listening to this explanation as to why they need assistance and then the cell phone rings and they're like, oh I gotta take this. Probably government aid on the line.
Most of them have a little money, a place to live and plenty to eat. They just figure its cheaper and easier to do things this way. They are in the system so they use it. At least half the people using these services are like this. I've seen it every population.

Go walk around downtown L.A. and you will be amazed at how many people who claim to be homeless and are pan handling on the street actually have cell phones.When I lived in las vegas I over heard a lady in a wheelchair panhandling at the corner of Flamingo and Las Vegas Blvd. say that she had 30 family members flying in for Thanksgiving dinner, and she was providing the dinner.Apparently being poor is sometimes more profitable than working. I work 55 hrs. a week and I can't afford to feed 30 of my relatives on Thanksgiving!

Lots of people have cell phones. They are very common nowadays and people that don't have a lot of money can still be able to afford to get one now. They have the prepaid ones where you have to put minutes on it. How do you know that it was not one of those? Maybe he was getting the food box for an elderly person that could not come theirself. Maybe he does have money, but got in a rough patch this month. It could be anything. I would be more concerned about evaluating myself if I were you. You seem very judgmental.

Maybe he is transporting it to the charity. Maybe he is strapped for cash and is the charity.
People have a way of looking better than their circumstances, and belive it or not I've seen a lot of homeless people with cell phones(using the pre-paid plans).
Who made you the charity drop off police anyway?

A cell phone doesn't neccesarily indicate money, these days. But I see your point.
Maybe, he works for a shelter or some other charity agency and was picking up supplies to be dispensed there.
