Tried to start the engine, but it did not stay on.
Tried with fresh gas but the same. Changed spark plug and engine oil but the same.
Any advice would be appreciated.

well hte only thing i can think of is that you are not level. but it sounds like you just are not getting enough gas to the carb. maybe you need to check the fuel line and see if its blocked or pinched in some way.

Does the engine have a choke or a primer bulb........if it does start how long does it run before quitting.

If there is a float bowl on the bottom of the carburetor try tapping (Lightly) on the bowl. The float may be sticking.
The other common problem could be water in the fuel. Should that be the case you will need to drain the entire fuel system and clean the carburetor before the machine will run.

It does sound like the carb (and it should already have a hole in the primer)

Usually a good carb rebuild consists of getting a rebuild kit (gaskets and all) taking it off (if your novice, take pics along the way for reference) soak it in carb cleaner for a few hours, then blow every hole out with compressed air and use the parts from the kit to rebuild it.

Btw, on tecs there should be a little tiny small and hard to find hole midway the threads where the fuel bowl nut goes.... make sure this is clean and clear!!!

This is very much a carb issue, take the bottom of the carb off- float bowl, what do you see? Water in there? dirt? Sometimes if its water, just emptying the bowl and draining the fuel and putting in fresh gas will get it going again, sometimes dirt gets stuck in the main jets so you need to take off the carb and compleately clean with carb cleaner and compressed air if you got it. Does this have a tec. engine on it? I find those carbs to be the hardest to clean and get running again, usually they will get replaced with a new one and they are costy. Try like $65 depending on where you buy it from. Good luck with it

your carb is sucking up water or rust or dirt. Or maybe your primer bulb has a hole in it. I work on mowers all the time and there are several little things that can be wrong but yours doesn't sound severe. All the above answers are good, but it is still hard to troubleshoot from here. Not knowing the make and model. Don't let anyone jack you up on the price to fix it because it's not serious.

I agree with Champ. Fuel level problem. Clean out bowl and sticking float/seat. Has mower sat for a while or get rained on?
