A wireless router offers two things:

a) a router and ethernet switch
b) a wireless access point (WAP)

The router provides a connection to the internet (WAN) and the ability to share that connection, typically using a technique called Network Address Translation (NAT).

In essence what NAT allows is the creation of your own internal network. The WAP allows you to connect to that network via Wifi

To connect to the internet on your laptop you need a wireless network card in your computer. Most laptops come with them already. If you want to connect to your home computer via a wireless router then you need the router. If you have roadrunner then you could add a wireless router and you may or may not need a wireless card. Depends on how old your laptop is.

It's basically a WiFi hotspot that you can hook up in your house. Yes, that's what you'll need to get the internet on your laptop.
