The answer you are looking for is probably Carbon, and to be more specific, graphite (an allotrope of Carbon).
However, your question makes the false assumption that there is only "one non metallic" element which will conduct electricity.
Noble gasses will conduct electricity when a high enough voltage is applied to them...this is commonly seen in "Neon" lights (Neon being a Noble gas, but other gasses can be used as well, such as Argon or Krypton).
There are also things known as semi-conductors...non-metallic elements which will conduct electricity under certain conditions (for example, if you mix ['dope'] it with something else)...Silicon being a very well known semi-conductor.
As a matter of fact, if you apply a high enough voltage to just about anything, be it a metal or a conductor, it can conduct an electric current...nothing is a 'perfect' insulator.

Well, my english is not good, I`m from Argentina, but I`ll try to make myself understood. I think that there is a mistake in a lot of answers because water is not an element. Is a sustance. Besides, pure water is an insulator sustance.
Anyway, I think the question is not written correctly. Cause any element or sustance can conduce electricity depend of the range of the applied voltage. well, that s what I know after been working in a High voltage laboratory for the last 5 years.

Carbon is the only non-metal that conducts electricity but only when it is as the allotrope graphite. Carbon can also arrange itself to diamond, which doesn't conduct electricity.
An allotrope means a different way that an element bonds, when carbon bonds to make graphite it will conduct electricity because there are some free electrons.

not necessarily as salt is made up by a non metal and a metal, for example sodium chloride (table salt) and for non metals and metals they form an ionic bond. In ionic bonds they can't conduct electricity because of the way the electrons are arranged in the lattice. However, when it is molten or dissolved it would be able to conduct electricity because the electrons are now free to move. hope this helps ;)

Actually there are a number including as mentioned above water.
Wood will actually conduct electricity if it is damp (ditto a lot of other stuff).
As coal is comprised of carbon compounds and carbon is a conducter, albeit a weak one, coal.
Peat in the right state will also conduct and air will conduct in the right conditions.
Lightning obviously and rain.
Actually the list is quite a long one!!.

It is carbon as graphite. A lot of people have said water. Firstly water is a compound not an element, and secondly pure water will not conduct electricity, it is the impurities or dissolved ions that allow it to conduct.

Well carbon, but thats too general ... you have to say graphite carbon.
Carbon as diamond doesn't conduct electricity. In diamond the electrons are all tightly bound and not free to move.
In *graphite*, each atom donates one electron to a delocalised system of electrons which takes in the whole of its layer. These electrons are free to move around, and so graphite conducts electricity - but this is a special case.
