If you are using Internet Explorer, go to Tools > Pop-Up Blocker > Turn Off PopUp Blocker.

If you are using Firefox, go to Tools > Options > Content and uncheck Block Popups.

Which toolbars have you added?
The Google, Yahoo, MSN, AOL, etc , etc, ad nauseum toolbars all have a popup blocker.
The procedure for turning it off or allowing exceprions is different for each.
I'd uninstall them all.
Then you can turn the popup blocker in IE off by using the second box at the bottom right of the IE window.
Just click on it and it will give you the choice to turn popup blocker on/off.
