I'm looking to buy a semi, and not sure of where to look for the value of it, is there such a thing like the Kelly Blue Book for car values?

There are only a few guides out there for Commercial Trucks and unfortunately they are not free.

Here's a few links to pages that sell the Guides.

You also might try a Book Store such as Barns and Nobel or the local Library.

A good rule of thumb that i have found is to look up similar trucks on eBay. I have been very surprises how close they are.
