Bromine is a di-atomic molecule which is covalent.However it is soluble in water because it it exhibits induced polarization when surrounded by water molecules.Here it acts as a ionic compound.Other ionic forms of bromine are NaBr and KBr.
When bromine is added to Alkene it forms di bromo alkene which is strictly a covalent compound and hence it also forms covalent compound.
