The formation of a government is essential to protecting its people. A well-formed military is the primary function of government in the US.
The upholding of laws and enforcement of those laws is also a reason. Laws are necessary to keep people safe and punish bad people.

An effective USA government did the following:
stopped the Jim Crowe era
slavery, regulated stock exchanges
dwindled the uprising of the KKK
created the nationwide Amber Alert
forced Arizona to recognize Martin Luther king day
created the Interstate Highway, built up our national defense, allowed women to vote
made burning the US flag a crime
and much much more.

Troughout Human history, there has always been some form of government. Anarchy leading to a form of monarchy being the most common early on - the strongest/healthiest/smartest guy in the group makes the rules for everyone else to follow. Others in the group see that this individual is the strongest/healthiest/smartest and throws in with them to improve thier chances of survival. As groups got larger and civilizations (cities) came in to being, the governing body had to become more diverse in order to meet the needs of every one in the group. Even in a Monarchy if your people don't survive and prosper, there will be no one and nothing for you to rule.
No society or civilization can survive without some form of government.
