You could be a young transsexual who hasn't figured it out yet.
Ask yourself, are you one? It could be the most important question of your life.
There are a lot of resources on the net. Try to stop obsessing about breasts. You WON'T get them at age 11. If you still feel this way by 13 or 14, a doctor can put you on track to recieve drugs to become a girl. You will have to wait. Possibly until age 16.
You need to spend a lot of time thinking about whether you really want it.

Can you discuss this with one or both of your parents? If not, what about your pediatrician? Is there a counselor at school?
You need to find support from family and counseling. Even adults need this kind of support when they are having the kinds of feelings you are having.
Whatever you decide to do, DO NOT TAKE ANY MEDICATION WITHOUT CONSULTING YOUR PHYSICIAN.

I think by being fat you can grow them. This is usually a source of derision for boys, so I couldn't recommend it.
Are you thinking you are transgendered or do you just want breasts to touch and think you'll get luckiest with your own?
