Danger Danger
It's a Stop C o c k Key
About three feet long with an open sided box.
Put your arm down and do it manually in case the tap is corroded and the valve seat comes out as an assembly. Then you are in trouble. Water Board costs, digging up you front and oh sir you need plastic these days. £1500 at least and your neighbours won't be best pleased either.
Now unless the last man down there was a muppet you had best know the rules.
Don't shut if off tight and when opening leave some left to still to open.

T - Wrench
I would contact the local water department and ask them if you could borrow one temporarily and explain the circumstances or a local tool rental company may well have one in stock , Often the valves are recessed a couple of feet and inaccessible without the special t-handled wrench which can be about 4 to 5 foot long . I'd call local tool rental shops then if no success call your water department . I doubt you would find one of these at the local hardware store as most I've seen have appeared homemade.

Water Supply Valve. About two feet long with a "T" handle. It has a "U" shaped adapter on the other end. That fits over the valve in your water box were the meter is. Most hardware stores and home supply stores carry them.

Hi Rex , you probably realise by now that depending on the country and the area every man and his dog has a different name for these suckers. Ive heard them called everything from Corporation turnkeys to tee bars and the best bet is to present yourself down to the hardware store and explain it to them ( and I bet they call it a different name !!!)

The hardware store has them. It is on a long pole. I have one in my basement that has been down there for over 30 years. Explain to the clerk what you want to do and they will know what you mean. If you lived in Philly you could use mine.
