fraction is " a number that can be expressed in the form A/B where A & B are integers and B not = 0 "

let N = A / B

if B=1 then N is a whole number.... that means every whole number can be expressed as a fraction with the denominator (B) equalling zero

if B is not 1, then N need not be an integer (eg: 3/2) because B may not divide A without remainder

hence the reverse is not true

Yes, every whole number CAN be a fraction. Like you said for example 2 could also be 2/1 or 5969748 could be 5969748/1 . It doesn't matter.
