Not really. You can talk to her, but I doubt it will go well. It is not the little girls fault that she acts the way she does. It sounds like her mother has priorities other than her daughter. Keep an eye on the little girl if you can. If you see abuse or neglect, then you can get involved by making a phone call.

The little girl is the one that is lacking call child protective
services and they will come out and check things out and if found in the wrong the child will be placed with another family member or foster care if no family will take her,until mom can get her act together.

Unless she is leaving the child in unsafe situations probably not much you can do. If she leaves her alone at home while she parties or parties in home with the child present then you could call child protective services to investigate.
