Try asking her about her experiences as a teen and with her changing body. Tell her you need to talk to her about yourself and when is a good time?
If she was sexually molested or raised sexually repressed, she may never be able to talk with you about this.

I was in the same boat with my mom when I was a teenager. I ended up not asking any questions. I just listened to my older sisters and tried to learn what I could. I wish now that I had asked questions.
Be honest with your mom, tell her you need to know these things. If she absolutely won't talk to you, is there a teacher at school you can talk to over a lunch hour?

We are alot alike. I was like that-kinda embarrased, not sure how she would react....adn of course she wouldn't be in be the mood. But, when it's just ya'll, maybe watching a movie, or ya'll saw something that related to puberty-catch her off gaurd where she can't say anything to get out of it and go from there..........it should work, but remeber take it slow, but don't take all day-she'll get annoyed.

you need to approach her saying
mum i really need to talk to you,
and i hope she stops and listens,, if you don`t get a responce then maybe write a short note saying that you really would like to talk with her about puberty,, you sound mature and i hope that your mum has the time to talk with you ,, maybe you may want to make her a drink that way she only has to sit down...
