No. Libraries are about free choice. Many college libraries are used by students who go there to research a topic, taking notes, leaving the books. I often go to our local library just to use the computer.

Kind of a dumb question.... but no, you don't have to get a book.
You can use the computer, read books, newpapers or magazines without checking them out. do research, check out movies, books on tape or books,
