Just like everybody else, I think Piper is stronger. Prue had the power to send people flying. Big deal. That doesn't vanquish a demon. Piper could blow demons up with one swift movement of her hands! Plus, if they wanted to have time to say a spell or throw a potion, she could freeze them. Or she could freeze them and unfreeze their head to interrogate them. Oh, and Prue could astral project, but what good was that? It might confuse the demon/warlock, but she couldn't use her powers in that state.

Piper...for one because Prue "died" and her magic didn't develop further. pipers did.
