The first thing is the purpose for which you are buying the P.C. is most important. If you are just another avid gamer then u should go for a faster processor coupled with a great inbuilt graphics, like Pentium 4 D 3.06 Ghz. with any Radeon200 Chipset M/B better will be Core 2 Duo with 945 chipset based M/B. I personally dislike Intel based systems for gaming. AMD is more effecient when games are concerned AMD Athlon 3500+, which is a single core chip performs better than P4 2.66 D when a 939 socket based NFORCE 4 chipset based is paired. Today's power hungry machines require more RAMs 512 MB is the bear minimum 1 GB is slowly becoming the standard. DVD writers are now quiet cheap and useful for data backup. Hard disc drive standard is now set to 80GB minimum. You can choose the speaker for yourself, the decent ones are from Altec Lansing and Creative. As for the sound card now a days almost all mother boards can boast of 5.1 channel sound. If your budget still permits you can opt for a 17'' LCD for less power consumption and glares. All these are for who has the motto of sky is the limit, these are budget P.C.s for them, a dream machine for us who are less fortunate. If you have a shoestring budget better go for AMD Sempron 2800+ with a K8N chipset based board and 256 MB RAM, 80 GB HDD, suitable cabinet, DVD Combo drive etc.

Research the parts and how much you can afford.
I suggest NewEgg.com
Things to Consider:
!!!Electro-static wrist strap!!!
(for first time installer)
Case / Tower (size matters to use) (As well as fans)
PS (Power Supply) these days 500-600watt are good for gaming
MB (Motherboard) The more included features, the less clutter and confusion
CPU (Prossessor) dual core or 64bit is the way to go these days
VC (Video Card) if gaming look into dual SLi
PCI - Express cards (TV , wireless etc...)
RAM Make sure its the right speed, PC3200 is the lowest these days
Hard Drive, go SATA, 300 MB/s 16 MB buffer
DVD Burner will take care of everything you need, make sure to get dual layer, also a neat feature to consider is lightscribe.
Monitor, the sky is the limit (money limiting) dont forget a keyboard and mouse. And MAKE sure you update ALL drivers and Bios. The easiest install is any stand alone windows XP with SP2 (Service Pack 2)
NOTE: MAKE sure your system is properly cooled!
