Try Rustblast. Spray on keeping surface wet awhile and scour some with a broom to help dissolve rust then hose off. Repeat if necessary.

meratic acid . left on to long will burn it,looks worst than rust. millatary allways used gape koolaid ,that way they did not screw it up.

spread kitty litter on top and it will bleach it out in a day or so.
