It's the nature of precession. It's the change of the axis of a rotation object. In this case, the slower you go, your balance is diminished, resulting in a possible tip. This is how bikers manage to stay upright, even when taking very sharp angled turns.
This is a case of torque-induced precession which is often stated by "a body in motion stays in motion."

the gyro effect on the wheels is greater the faster you ride. This effect causes the wheel to run truer to its center axis and counters the wobble
It is also what creates balance makes it possible to ride a bike
