A mobile number of Penza(Russia) starts with 9623xxxxxx, how can make an intrnational call on it?

The service provider is Beeline, 007 before the number does not work...its a GSM. Penza isd code is 8412 which too doesnt work.

Russian code is 7, not 007. 962 is already a long-distance code (belonging to Beeline cell phones)

From the U.S. the whole sequence is 011-7-9623xxxxxx.
From Europe it's probably 00-7-9623xxxxxx.

BTW, you can send an SMS to a Beeline number from Internet and it's free for you (but not for the recipient! The website is:
