Two reasons - First, oil is traded on what is called the "Futures Market". Like stocks on Wall St. oil is bought & sold every day and the prices all depends on what's going on in the middle east, hurricane season, politcs, etc. It's all in what people like the future is going to be like.

Second, it depends on the driving season over here. Summer is a big driving season so in late spring the price goes up. After Labor Day the price goes down. You'll see this as payday, holidays, and the weekend approches too. It's not that they're gouging you (well, some are) but rather the demand is higher. Tuesday & Wednesday are the cheapest days.

Also, the price you pay today is not for the gas in the ground today, it's for what's going to be there in two weeks.
