is there anyway or any software that turns the computer off not the only the desktop computer, but the monitor at the given amount of time.?? like a timer you set

under power options, you can have it effectively turn the monitor off, but since the I/O power on monitors is a switch, it cannot be controlled by software farther than the extent of going into the power options under the control panel and selecting "Turn off Monitor" and giving it a time frame.

If you have a plug&play monitor, go to ControlPanel->Power, you'll find all the power options there, including for the monitor. It's not really power-off, but it is stand-by which is almost off.
