Are u saying that "the # of bones can vary from one PERSON to another? I don't think so.

More than half of the body's 206 bones are in the hands and feet.
The skull is composed of 29 different bones.

Axial 80 bones and Appendicular 126 bones

Genetics. No two people are exactly alike. Therefore, the placement of organs, number of bones, physical attributes will differ from person to person.
Personal experiences. If you have lost a limb, finger, toe, etc., your bone count will differ from everyone else.

I didn't know that's true... is this an AP Biology question?... anyways It might be a genetic disease that someone is born with.. or may be the guy just broke some bones, you know you can get several bones from the bone in your thigh ^.^
