If you find such a rare adapter, it will work. However make sure your television has rca connectors, and of course realize that this adaptor will only supply video. For sound, you can either listen to the movie from your laptop speakers or you can buy the headphone-to-rca adaptor cable.
Also, does your laptop not have an s-video connector? Most, if not all, new laptops of today come with the s-video connector which many television also have. It you have one on both your laptop and television, you wouldn't need the vga-to-rca adaptor.

VGA is a totally different signal type than what the RCA cables carry (which is either component or composite, depending on how many RCA cable carry the signal). Therefore, a simple cable will not do the trick, even if it does have RCA on one side and VGA on the other. It won't work because the signal being carried is still the same when it comes out the other end, and still won't be understood.
As other people suggested, look for a "TV out" port on your laptop, usually in the form of a round, 4 pin connector called "S-Video" or "SVHS". This is designed for exactly what you're trying to do, so if you have it, use it!
If not, you will need a converter commonly called a "scan converter". Try going to compUSA.com or some other electronics website and search for "scan converter" and see what comes up. Don't worry too much about the resolution differences right now, you should probably just go for whatever is cheapest. But make sure the scan converter has the types of connections you need: VGA on one side, RCA/Component video on the other side.

If its just a cable with VGA one end and RCA the other then no, you can get a conversion box though that will convert the signal. Just had a look at the spec for the 2800-S201 but not sure if that's the same. It says it has a propriety Toshiba video out port so I'd suggest buying a cable for that, otherwise have a look to see if it has any other video out options such as sVideo.

If the S-Video suggestion does not work for you, you can always get a scan converter. It let's you connect your computer (laptop or desktop) to your TV or projector. There are high end ones costing hundreds or inexpensive ones, $40 or less. The inexpensive ones will probably suffice for your needs.
