Call up the Singapore Travel office or Consulate and ask if they can recommend a good tour guide that you can hire to take you to all the special, out of the way places; may cost a little, but will save time and also you'll be a lot safer then doing it on your own!

electronics at SIM LIM SQ.... but there is likely you get cheated if you are a tourist... over there, few shops you can bargain..
if you want something fixed price.... FUNAN THE IT MALL... there, less likely get cheated..
for some goods like shirts etc... go to Far East Plaza at Orchard or Bugis Street at Bugis.
