I have an asphalt/tarry underlayment that needs to come off before refinishing. I can't see any way to get it off, it is really stuck.

I would try a paint stripper. they are very strong chemicals that will burn your skin if you get it on you, but it will break down the asphalt and then you should be able to take it off with putty knife or scrapper. I think the sander would probably get gummed/clogged by the asphalt...

A floor sander is the answer. You can rent one at the hardware store.

Be aware - you'll need to cover everything, as there will be dust everywhere. Keep the cats and dogs out, and wear a mask. It is tedious work, but well worth it.
