Have someone look under the hood at the choke and the cable when you are pulling and pushing on it. if the cable moves inside the car and not at the choke then the cable's broken.
It's not that hard to replace. Replace it yourself or take it top a mechanic.
Start the car. when it's warmed up use something to keep the plate open. what ever you use make sure it's keeping it open from the side of the carb.Don't wedge something between the carb and the plat. You don't want to have it accidentally fall into the carb. Then drive it to the shop and have someone replace it.

Question You pulled it out and the button (what ever the term is for the item you pull on) it will never go back or it does go back but the choke does not?
I'll have to guess unless you give a little more data.
I would suspect the choke cable needs some WD40 spray. Seems like with the motor off and air filter off some one can check what is going on with the choke it's self while you work it.
That knowledge should help you to narrow the problem

As for the smell it's just to much gas in the mixture and should go away as soon as you get the choke fixed.

Most work with some kind of spring mechanism to pull it back. If the spring is old, broken, or missing then you need a new one. It may just be a $2.00 fix. If the spring is there you can stretch it a little farther and hook it up so it has more resistance. You will then need to go get a new one asap.
