We can't remove the entire Congress as a body. You can vote out your Congressman in November. Try it.
The only way to remove GWB is impeachment. We have sufficient grounds and some people have been calling for one, but Congress is not listening.

Yes, the PM can go to the Monarch and ask her to dissolve parliament, or indeed she has the power to dissolve it at will. However ER would never do that, and I can't see President Tony doing it either.
