If connected to a network yes, just because you turn file/print sharing off doesnt meant that someone cant see your computer is on the network...look up ping.

Now if the system is OFF...then actually...Yes...though wake on lan...computer labs (such as the one at my local community college from which I am writing this from now...) use wake on lan to boot multiple systems at the same time...all need to be networked though.
