Aliens, or whatever they are, in power claiming to be of the earth. How else were they able to come into power to begin with and remain as so? How else would they be able to keep receiving taxes from billions of people working? This does not necessarily mean they do not have good intentions, but the deception that they are not in power for these so many years is what makes it a scam and very devious. But who knows, maybe one day they'll leave and allow the whole of humanity to rise to power instead of only a few.
