Its not only possible but it is very common.

The two most common defects in LCD monitors is stuck pixels and dead pixels.

1. Stuck pixels are noticeable areas of one color, like red/green/blue and they won't turn off, most noticeable when looking at a entirely black image for isntance.

2. Dead pixels can be seen on white images and are pixels that are completely black.

Other kinds of things that you might think are defects can actually be just the nature of the beast type things, light leaks often occur near the screen edges or corners and appear as lighter gray areas on a black image. Often times manufacturers will not accept a returned LCD unless the stuck or dead pixel amount is above a certain number (I've always been annoyed by this) but its just the way things are.

Usually a dead pixel -- shows up as a bright white that won't go away. You can try gently rubbing around a dead pixel and it might come to life. The only fix is a screen replace.
