how would the atmospheric circulation cells and direction of the major winds bands be affected?? Would this change the flow of the ocean gyres? Would it change our climate along the east??

You would have a temperature inversion, very common.
They act as a lid for weather and pollutants.
Look for fair weather, Visibility often restricted by fog,haze, smoke and low clouds. Temperature inversions occur in stable air with little or no wind.

It would probably be much warmer here on the surface and less rain would fall... assuming all else is equal. the warm air would fall to the surface and that would lead to warmer temperature readings. Also, since cold air has relativily little moisture in it and couldn't cool off to from clouds (at least in my interpertation of the Q), so rain would be very scarce. Thunderstorms would occur at night, when the surface air cools off and begins rise. It's probably best that warm air rises and not the other way around.

Precipitation could be incredibly much nonexistent. the international wind belts could replace direction. the international intense and occasional stress aspects could replace places. Hurricanes could type in a distinctive place and take a distinctive direction. The equatorial zone could be dangerously warm. temporarily, disaster!
