I have no idea what this "bag of chips"
thing is, that everybody is saying...

The bag of chips is a phrase that people use to say that they are all that and then some.
I am all that, snickers. All what still remains a mystery... ;-)

"All That and a bag of chips" is a saying that denotes that the person is more than a meal. They are a meal and then some. Chips in this case refers to french fries, like in fish and chips.
