Soak it in water and find a friend with a fat head to wear it until it dries.
If you can't find a friend like that then put it over a deflated soccer ball and pump air in until the ball is a tight fit. Repeat until you get the size you need.

wash it but dont dry find the size can you want your hat to be sretch it over the top when it drys it will be the size u want
