if its cold like coming out of a cold shower or pool, the testes also seem to shrink but all there really doing is pulling up closer to the body to try and get warm, wants warmed up they (both) should stretch back out. I don't think a penis can shrink literally.

Depends on the individual. Some flaccid [soft/non-erect] penises have less circumference and length than when they're erect. Other flaccid penises have the same dimensions as when erect, but just aren't firm. It varies.
