I think the smarter pols bend over backwards to appear unbiased, and end up going too far in the other direction.

The laws tend to reflect positively for those whom are in favor. Prejudice can cut across racial, class, educational, sexual and religious lines. In our great democracy, prejudice is really a hindrance because it stifles that potential of the large numbers of a its citizens to appease the few. Bad laws make it all possible.
