Only if they are hairy, and you don't want hair there.

Shaving doesn't change the rate or strength of hair growth (which is I suspect what you are really asking).

You shave all the hair on your face if you want to be clean shaven. You shave the part that you want too, but if you want a certain look, like with a partial beard, a mustache, goat tee, long side burns etc. It's all according what look you want. You can not shave at all if you want the "cave man" macho look.
